Forest Product Company
4000 Kruz Way Place-Building 2-Suite 355
Oswego Oregon 97035
RE: American Forest Products, 2801 West Lane; Stockton
Site Code 1882
Please refer to the Department of Health Services letter of April 7, 1988 in
which the Department agreed to separate the underground tank clean up and
related oversight for soil and groundwater from the FS/RAP report provided the
clean up meets standards set by Regional Quality Control Board and the
Environmental Health Division. San Joaquin Public Health Services
Environmental Health Division, in the past identified as San Joaquin Local
Health District, utilizes the Regional Water Quality Control Board guidelines
for soil and groundwater clean up relating to underground fuel cases. San
Joaquin County Public Health Services Environmental Health Division has not
provided a conditional approval for implementation of the remedial action plan
feasibility study. Our authority is limited to that which is outlined in the
Department of Health Services April 7, 1988 correspondence to M.G. Palmer of
American Moulding and Millwork Company.
Little progress on this site investigation has taken place. The greatest
hinderance has been failure to comply with Regional Board established
guidelines for underground leaking tank fuel case investigations. Throughout
our review of the underground fuel tank portion of this site investigation, we
have maintained that remediation at any time prior to complete definition of
the contaminated soil area would be premature, as well as contrary to the
established guidelines
San Joaquin County Public Health Services Environmental Health Division is
currently overseeing cleanup of underground tanks for soil and groundwater
investigation under the auspices of the federal and state funded Pilot
Program. Therefore, American Forest Products Company has two options with
which this site can proceed. The first option would be to continue with the
current investigative structure and the Environmental Health Division will
refer this site back to Department of Health Services for their review on the
State Expenditure Plan. The second option is to place the site within the
Pilot Program and follow the guidelines established in that program; those
being the Tri-Regional Staff Recommendations and the LOFT document.
