DAMES & MOORE A PROFESSIONAL L11 UTED PARTNERSHIP
area and was not meant to address other potential areas of concern
at the site.
AM&M's has also expressed concerns that the development of
the remediation plan did not include public participation and that
AFPC has not followed the specific statutory recpiirements for sites
identified in the Hazardous Substance Account Bond Act Expenditure
Plan. The AM&M site is currently on the backl g list and is not
under a consent order from the DHS or RWQCB. It is our
understanding that sites which are named on the list but not
currently under a consent order are not required to satisfy the
public notice requirements set forth in the Health and Safety Code.
AFPC has acted in good faith in responding to the Local Health
District's concerns over the site, and to date, public
participation regarding the remedial action plan has not been
requested by your agency.
AFPC would welcome to opportunity to meet with you and AM&M
to discuss further any concerns over the remedial action proposed
for the Stockton site. Please feel free to contact us at (415)
896-5858 if you have any questions regarding the contents of this
letter.
Very T my Yours,
DAMES 6 MOORE
David V . Klimberg
Associate
Z.,_, C
Bruce E . Scarbrough
Project Manager
