Although your letter to Ms.Laurie Cotulla <br /> of the San Joaquin County Environmental Health District indicates that DHS <br /> has no objection to our removal of the tanks, such action would not be <br /> cost—effective unless the soil issue is addressed concurrently. It is our <br /> desire to contract the soil and tank removal as a single project rather than <br /> approching the problem in a piece—meal fashion. Since the county would be <br /> required to oversee the tank removal, oversight of soil removal would be <br /> incidental to their current responsibilities. <br /> We have nearly completed the site investigation and guidance on how we <br /> should expect to proceed is needed. We feel such a request is reasonable in <br /> light of our commitment and desire to mitigate the leaking storage tank <br /> problem.
