July 22 , 1986 <br /> Senior Waste Management Engineer <br /> Subject, Proposed <br /> Workplan Comments <br /> Marge Rouch'- <br /> From Waste Management Engineer <br /> The "Current Status and Proposed Work Plan For Mitigation <br /> Activities" , dated June 19, 1986 was submitted to all the <br /> agencies at the June 19, 1986 meeting between Marley Cooling <br /> Tower Company (MCTC) and the Environmental Protection Agency, the <br /> Regional Water Quality Control Board and the Department of Health <br /> Services. This document outlines past site assessment <br /> activities, proposed interim corrective measures and proposed <br /> work activities leading to a mitigation (remedial action) plan. <br /> The following are my comments, questions and suggestions <br /> regarding the proposed workplan. <br /> The conceptual workplan is fine except that the mitigation plan <br /> must take into consideration groundwater contamination which has <br /> migrated away from the Stockton facility, more soil <br /> characterization must be done around the retort pit and a <br /> detailed sampling plan is necessary for the surface runoff water <br /> in the south yard. <br /> The sampling plan for the south yard surface waters should <br /> include the following information: <br /> o Minimum amount of samples to be taken during a storm. <br /> o Number of times the sampling will be done. <br /> o Who will do the sampling? <br /> o What equipment will be used? <br /> o How will samples be taken? <br /> o What laboratory will analyze the samples? <br /> 0 What constituents will be analyzed? <br />
