State of California Department of Health Services
Memorandum
To Jeanine Jones, P.E. Date . July 22 , 1986
Senior Waste Management Engineer
Subject, Proposed
Workplan Comments
Marge Rouch'-
From Waste Management Engineer
The "Current Status and Proposed Work Plan For Mitigation
Activities" , dated June 19, 1986 was submitted to all the
agencies at the June 19, 1986 meeting between Marley Cooling
Tower Company (MCTC) and the Environmental Protection Agency, the
Regional Water Quality Control Board and the Department of Health
Services. This document outlines past site assessment
activities, proposed interim corrective measures and proposed
work activities leading to a mitigation (remedial action) plan.
The following are my comments, questions and suggestions
regarding the proposed workplan.
The conceptual workplan is fine except that the mitigation plan
must take into consideration groundwater contamination which has
migrated away from the Stockton facility, more soil
characterization must be done around the retort pit and a
detailed sampling plan is necessary for the surface runoff water
in the south yard.
The sampling plan for the south yard surface waters should
include the following information:
o Minimum amount of samples to be taken during a storm.
o Number of times the sampling will be done.
o Who will do the sampling?
o What equipment will be used?
o How will samples be taken?
o What laboratory will analyze the samples?
0 What constituents will be analyzed?
