The <br /> attendance list is attached. The purpose of this meeting was for <br /> MCTC and the concerned agencies (Environmental Protection Agency <br /> (EPA) , Regional Water Quality Control Board (RWQCB) and DHS to <br /> discuss the status of the Stockton facility regarding site <br /> drainage, retort pit, workplan for further investigation, <br /> community relations, off-site investigation, and schedule of <br /> activities. <br /> Discussion: <br /> MCTC APPROACH TO FURTHER INVESTIGATION <br /> Larry Schaper of Black and Veatch gave an overview of MCTC's <br /> approach to further investigation. The following are six areas <br /> of concern: surface drainage from the north yard, which is going <br /> to be surrounded by a six inch high berm to prevent drainage <br /> offsite; surface drainage from south yard, which will be sampled <br /> during the next rainy period; ditch soils, which are accessible <br /> to the public will be sampled; soil below asphalt in north yard, <br /> which contributes to groundwater contamination; groundwater <br /> contamination which is moving toward offsite wells; and dust on <br /> top of the asphalt which is blown to adjacent property, air <br /> monitoring has shown this dust to be nonhazardous . <br /> MCTC perceives the asphalt in the north yard to act as a cap <br /> which eliminates the driving force for groundwater contamination. <br /> MCTC intends to further define the groundwater contamination <br /> plume, to take grab samples from surface drainage of the south <br /> yard, and to sample the ditch soils. <br /> Retort Pit Area <br /> in the retort pit area, MCTC feels no more soil sampling is <br />
