State of California • Department of Health Services
Memorandum
To Jeanine Jones Date May 27, 1986
Senior Waste Management Engineer
Subject: Marley Cooling
Tower Company
Comments
From Marge Rouch `-
Waste Management Engineer
The following are my comments and questions regarding past
correspondence and activities at Marley.
o April 2 , 1986 Progress Report - Soil Assessment Plan
comments from DHS. Item 2 should have read: "Pointed
out that STLC and TTLC levels will not apply in the
case of MCTC, that CAM criteria should be used. "
Under General Comments by MCTC, item 1, 2nd paragraph.
Any further groundwater investigation must be
coordinated with the involved agencies.
o April 9, 1986 Progress Report - final item, Mitigation
Plan. The Department does not agree with Mr. Hopkins 's
comment that the groundwater assessment is essentially
completed.
o The Marley Company, Inter-Office Letter, dated May 1,
1986 from Mr. Daley to Mr. Landon. The six telephone
interviews with local residents are not representative
of the 104 names in the Community Relations Plan. To
gauge the local residents ' concerns it would have been
appropriate to contact everyone on the list.
o Has the first fact sheet been released and to whom was
it sent? It should be mailed to everyone listed in the
Community Relations Plan.
o At what depths were the pumps placed when Hargis and
Associates performed the pump tests on the ground water
monitoring wells?
o According to Kleinfelder' s Stormwater Runoff Sampling
Report, on October 21, 1985 two pumps failed to operate
causing the drain system to back up and flood most of
