WASTE DISCHARGE REQUIREMENTS <br /> THE MARLEY COOLING TOWER COMPANY -` <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> 6. The Report of Waste Discharge describes the stormwater characteristics <br /> prior to treatment as follows: <br /> Average Flow: 0.0163 million gallons per day (mgd) <br /> Design Flow: 1.190 million gallons per day (mgd <br /> Average Temperature: 75.7°F (24.3°C) summer; 69.60F (20.9 °C) winter <br /> Constituent mg/l <br /> Total Chromium 1.52 <br /> Chromium VI 0.47 <br /> Copper 0.44 <br /> Arsenic 0.04 <br /> 7. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality <br /> objectives for all waters of the Basin. These requirements are consistent <br /> with that Plan. <br /> 8. The beneficial uses of the Calaveras River are municipal , industrial , and <br /> agricultural supply; recreation; esthetic enjoyment; navigation; ground <br /> water recharge; fresh water replenishment; and preservation and enhancement <br /> of fish, wildlife and other aquatic resources. <br /> 9. Effluent limitation, and toxic and pretreatment effluent standards estab- <br /> lished, pursuant to Sections 301, 302, 304, and 307 of the Clean Water Act <br /> and amendments thereto, are applicable to the discharge. <br /> 10. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Codes Section 21000, <br /> et seq. ) , in accordance with Section 13389 of the California Water Code. <br /> 11. The Board has notified the Discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this discharge <br /> and has provided them with an opportunity for a public hearing and an <br /> opportunity to submit their written views and recommendations. <br /> 12. The Board, in a public meeting, heard and considered all comments pertain- <br /> ing to the discharge. <br /> 13. This Order shall serve as an NPDES permit pursuant to Section 402 of the <br /> Clean Water Act, or amendments thereto, and shall take effect ten days from <br /> the date of hearing, provided EPA has no objections. <br />
