Date: October 15 , 1990
Chief, NPL
From Toxic Substances Control Program
10151 Croydon Way
(916) 855-7857
Subject: REVIEW COMMENTS
A review of the Marley Cooling Tower Company' s (MCTC) remedial
design specifications for surface soils/pipes and culverts has
been completed. Comments on the SSpecifications and Documents,
dated August 1990, and the Health and Safety Plan, dated
September 5, 1990, are presented below:
GENERAL COMMENT
Overall, the submittals were detailed and presented a thorough
description of the planned scope of work. Plans for air
monitoring however were noted as being deficient; see below for
details. The submittals also failed to discuss reviewing
residential work plans with the property owner(s) : Note,
written authorization from the owner(s) prior to commencement
of work was discussed. However, because discussions on
restoration efforts limit the scope of work to sodding,
reviewing the details of the plan with property owner(s) prior
to commencement is suggested.
DETAILED COMMENTS:
Surface Soil/Pipes and Culverts Remediation Specifications and
Documents, dated August 1990:
Page 1C-1, TESTING LABORATORY SERVICES.
