from the pond to the soil /groundwater environment is not a viable <br /> solution. Two precepts must be addressed ; ( 1 ) a housekeeping <br /> program must be designed and rigidly followed to minimize <br /> potential contamination of precipitation run -off , and (2) a <br /> precipitation disposal method must be designed, with the approval <br /> of all concerned regulatory agencies, which will permit reliable <br /> ` relief from build-up of excess precipitation. <br /> Although Marley has conducted preliminary investigations to <br /> determine the sources of contamination contributory to the <br /> retention pond, a much more rigorous definitional program will be <br /> required to minimize precipitation contamination and to define <br /> water mass balances for the site. The precipitation <br /> contamination definition program will include , but may not be <br /> limited to: <br /> 1 ) visual site inspections and process reviews to determine <br /> areas where precipitation contamination potentials exist and <br /> ` development of a matrix rating system for contamination <br /> contributions ; <br /> 2) based on results determined in (1 ) above, design and operate <br /> a precipitation run -off monitoring system to confirm <br /> quantities and quality of run-off from the identified high <br /> and low contaminant potential areas; <br /> L3 ) conduct a mass balance for run-off liquid and contained <br /> contaminants and compare with actual volumes and <br /> concentrations measured at the pond inlet ; <br /> 8 <br />
