State of California • Department of Health Services <br /> Memorandum <br /> To ° Marley Cooling Tower Company Dote August 23 , 1985 <br /> (MCTC) File :Subject <br /> I Meeting on <br /> August 7 , 1985 <br /> From <br /> Waste Management Engineer <br /> A meeting was held on August 7 , 1985, at the Department of Health <br /> Services office, to discuss remedial activities at the Stockton <br /> facility. See attendance list attached. Marvin Young said that <br /> the EPA will take an "over-view" role for this facility and that <br /> the State has the lead role. MCTC has been nominated for the <br /> National Priorities List. The proposed list lets EPA spend money <br /> up through the feasibility study but not for remedial activity. <br /> According to the RCRA authorization, the MCTC wastewater pond <br /> must stop accepting wastes by November 8 , 1985 , unless MCTC <br /> secures a permit to operate the pond. MCTC representatives gave <br /> the impression that they were considering continued use of the pond <br /> but later said they would, more than likely, close the pond. If <br /> the pond is to be permitted, an operation Plan should be submitted <br /> to the DHS Permitting Unit and to the EPA RCRA Unit. They don't <br /> need to submit an operation Plan if they submit a Closure Plan. <br /> Kleinfelter will send MCTC a draft copy of the final soil report <br /> on August 16 , 1985 . Hargis is to submit a groundwater report to <br /> MCTC on September 1, 1985 . These reports are to be submitted to <br /> DHS approximately September 1 and September 15 , respectively. Mr. <br /> Landon will call Tony Landis by August 21, 1985 to inform DHS of a <br /> decision on the pond. <br /> Dave Brooman discussed the sampling QA/QC and explained the problems <br /> encountered. He requested the regulatory agencies to view sample <br /> results as relative numbers (relative to background, etc. ) . <br /> MAR:am <br /> August 29 , 1985 <br />
