comments and advise the Board by April 13 , 1984 as to how the
Board's concerns were to be addressed.
Upon review of the DOHS and Board's respective responses , Marley
determined that the review comments raised technical details
which were beyond ,the capabilities of Marley's in-house staff to
address. Consequently , Marley engaged the services of
Envirologic Services International , a division of J . H.
Kleinfelder & Associates (Consultant ) to assist in the
preparation of a comprehensive plan which would address all of
the concerns expressed by the Board and DOHS. This action plan
is the result of the collaborative efforts of Marley and its
j consultant as of this date.
This action plan is being presented for review by the Board in
response to their request for additional information by April 13,
l1984. It is not the intent of this document to define , in
( absolute terms , remedies for the alleged water and soil
t contamination problems at the Stockton site. Rather , this
t document acknowledges many of the deficiencies in the original
LCAP pointed out by the DOHS and Board review comments and
attempts to define a logical , staged program leading to the
l development of a specific remedial action plan.
2
