Box 388 * Stockton, CA 95201-0388 <br /> 2491468-3420 (Coo <br /> ROB WOOTONP- Y, <br /> STOCKTON SAVINGS BANK <br /> P O BOX 201062 MAILED JAS! 2 2199-6 <br /> STOCKTON CA 95202 <br /> RE: WATERFRONT WAREHOUSE <br /> 445 WEST WEBER AVENUE <br /> STOCKTON CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has completed <br /> the review of the "Subsurface Investigation Report' dated December 27, 1995, submitted by <br /> Kennedy/Jenks Consultants, and offers the following comments for your consideration. <br /> PHS-EHD was not notified of the date of the field work proposed in the October 24, 1995 workplan <br /> and was not present to observe the methods and techniques used to obtain the samples from the site. <br /> In addition, the type and quality of the materials used to grout the borings is also unknown to this <br /> agency. Without the benefit of this additional oversight, the following comments are based solely on <br /> the information presented in the report. <br /> The investigation in and around the area of concern in 1993 revealed total petroleum hydrocarbons in <br /> the surface soils (from grade to approximately 3 feet below grade). This most recent investigation <br /> appears to have explored the same general area of concern but to a greater depth below grade and <br /> with the inclusion of grab groundwater samples. The results of the analytical testing indicate the areas <br /> most recently investigated to be free of hydrocarbons above the detection limits used by the laboratory. <br /> Based only on the results of the above noted investigations and making no statements or conclusions <br /> on any environmental conditions that exist or may exist at the site, PHS-EHD has amended the local <br /> contaminated site database maintained by this office to reflect this new information. As the data <br /> collected to date at the site do not indicate an impact to the groundwater resource in the area <br /> investigated, no referral will be made to the California Regional Water Quality Control Board, or any <br /> other state agency responsible for environmental regulatory oversight. <br /> If you have any questions or wish to discuss this letter in more detail, please contact Linda Turkatte, <br /> Senior REHS, at (209) 468-3441. <br /> Donna Heran, REHS, Director <br /> EnvironmentalHealthDivision <br /> Linda A.
