L <br /> Kennedy/Jenks Consultants <br /> INTRODUCTION <br /> Aw At the request of Stockton Savings Bank, Kennedy/Jenks Consultants (Kennedy/Jenks) <br /> has prepared this Work Plan for a subsurface investigation at 445 West Weber Avenue in <br /> Stockton, California (the Site). The proposed scope of work includes: 1) reviewing <br /> background environmental documents regarding the Site and neighboring properties; <br /> 2) drilling soil borings and collecting soil and reconnaissance groundwater samples; <br /> d6t► 3) analyzing soil and groundwater samples for petroleum hydrocarbon compounds; and <br /> y 4) preparing a technical report summarizing our methods and results. <br />-. SITE BACKGROUND <br /> Kennedy/Jenks reviewed two reports prepared by Clayton Environmental Consultants <br /> • (Clayton) in December 1993 and January 1994. Total petroleum hydrocarbons (TPH) as <br /> motor oil were detected in subsurface soil samples collected from the Site. In December <br /> 1993, Clayton collected soil samples from five shallow borings at depths of approximately <br /> two to three feet below ground surface (bgs). TPH as motor oil was detected in all five <br /> samples at a maximum concentration of 1,200 milligrams per kilogram (mg/kg). <br /> The source of the petroleum hydrocarbons is not known. Clayton's five soil borings were <br /> located in the vicinity of four, former above ground storage tanks (ASTs) that reportedly <br /> contained crude oil. These tanks were identified on a 1917 Sanborn map of the Site. <br /> Clayton also reported two sites in the vicinity that have the potential to impact the Site: <br /> Waterfront Yacht Harbor at 333 Tuleberg Levee and E.F. Mitchler Co. at 400 S. Lincoln <br /> Street. Underground storage tanks containing gasoline or diesel were located at both of <br /> these sites. <br /> SCOPE OF WORK <br /> Kennedy/Jenks proposes advancing soil borings and collecting soil and reconnaissance <br /> x. groundwater samples in the vicinity of the former ASTs to further assess the extent of <br /> petroleum hydrocarbons in soil and shallow groundwater. The Scope of Work is described <br /> below. <br /> Task 1 — Planning And Permitting <br />•- Prior to drilling at the Site, the necessary boring permit will be obtained from the San <br /> Joaquin County Public Health Services Environmental Health Division (the Agency). An <br /> underground utility locator service will be retained to search for buried utilities that may <br /> interfere with drilling. Kennedy/Jenks will also coordinate with Underground Service Alert <br /> (USA) to check the vicinity of the proposed boring locations for underground utilities. In <br /> addition, a project-specific Health and Safety Plan will be prepared prior to conducting field <br /> activities. <br /> Task 2 — Soil Boring And Sampling <br /> Kennedy/Jenks will retain a licensed drilling contractor to undertake the subsurface <br /> investigation. A total of four soil borings will be drilled to a probable maximum depth of <br /> 15 feet bgs using percussion drilling and hydraulic hammer techniques described in <br /> Appendix B.
