SAN J O A Q U I N Environmental Health Department <br /> C0UN'I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> California Materials, INC 3736 S HWY 99,Stockton October 21,2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2)Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site: <br /> -A spill pallet that is used as a drain pan was observed with approximately 1-2 inches of oil and several used metal <br /> and paper filters in it was observed without a lid in the northeast corner of the shop. <br /> -A yellow plastic 5 gallon bucket that was approximately half full of oil,a filter and other items was observed without <br /> a lid in the northeast corner of the shop. <br /> REGULATION GUIDANCE;A container holding hazardous waste shall always be closed during transfer and <br /> storage,except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION. Immediately close these containers and ensure 21I hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 505 CCR 66262.34(f)Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -One black metal 55 gallon drum of used antifreeze was observed without the words"Hazardous Waste`, <br /> accumulation start date,generator name&address, hazardous properties and physical state inside the shop <br /> adjacent to the new oil tank. This was corrected on site. <br /> -One black metal 55 gallon drum of used paper filters was incorrectly labeled as drained used oil filters and missing <br /> the words"Hazardous Waste',generator name&address,physical state and hazardous properties in the <br /> hazardous waste storage area. This was corrected on site. <br /> -One spill pallet being used as a drain pan was observed with approximately 1-2 inches of oil and several used <br /> metal and paper filters without a hazardous waste label in the northeast corner of the shop. <br /> -One yellow plastic bucket was observed approximately half full of used oil,a filter and other items without a <br /> hazardous waste label in the northeast corner of the shop. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator,hazardous properties,physical state,composition <br /> (contents),accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
