If, at the end of 5 years,
r ground water does not return m the 35 foot depth, the site should be closed unconditionally.
k Monitoring groundwater for.five years will not address.the soil contamination that has .been
documented at the 25 to 35 foot depth (figure 21, 14, and 15). Groundwater may not return to
the 35 foot depth within 5 years, however, recent water level data shows an 8 foot rise in
groundwater elevations. This site is considered to be a;potential, threat to groundwater. The
results of computer modeling using depth to water of 35 feet as an input-parameter concur with
I'
this opinion.
The mass balance analysis shows more than 27,000 pounds of diesel fuel remaining in the soil.
When converted to gallons using 7 gallons per pound as th-f conversion factor there is 187,000
gallons of diesel remaining in the soil. t 0
 9i9'
`l
When the overexcavation was discontinued in June of 1990 bottom samples were taken of each
i excavation. The results of the sampling confirmed 9200 parts per million of total petroleum
hydrocarbons as diesel at 22 feet remaining is the east excavation and 8300 parts per million of
total petroleum hydrocarbons as diesel at 13 feet remaining in the west excavation.
The draft closure report does not discuss the technical or economic feasibility of reducing the
amount of contamination to background levels due to the assumption that groundwater will not
rise above 50 feet below ground surface for five years. The report should discuss the feasibility
A Ri.i,ion of San Joaquin County Health Carr Services
