J <br /> 1 � <br /> } ATTACHMENT B <br /> SCOPE OF WORK <br /> The following Tasks will be completed as part oft is Agreement: <br /> TASK I.- Submittal of Existing Data <br /> The Proponent will submit to DTSC all bac<ground information, sample analysis <br /> results, environmental assessment reports, and any other information pertinent to the <br /> hazardous substance management and/or release, characterization and cleanup of the <br /> Site. DTSC will review the information to determiiie if the work conducted to date <br /> complies with the recommendations presented in he July 1, 2005 and August 12, 2005 <br /> DTSC letters. i <br /> TASK 2. Review of Supplemental Site investi ation <br /> DTSC shall review data and reports submitted by Proponent to determine if the i <br /> supplemental site investigation was completed in accordance with the approved <br /> workplan. The information submitted by Proponent shall be reviewed for conformance <br /> with DTSC standards for quality assurance/quality control, site investigations, and site <br /> remediation. Subsequent to its review, DTSC will either issue comments to Proponent <br /> describing deficiencies of the investigation or make recommendations for a 'Data Gaps' <br /> analysis. <br /> TASK-3. Comprehensive Risk Assessment <br /> Proponent shall complete a comprehensive risk assessment submitted for the <br /> proposed residential land use scenario (unrestrict d land use). The comprehensive risk <br /> assessment should be based on a quantitative approach. The risk assessment also <br /> needs to be completed in accordance with the ap roved workplan and the additional <br /> comments from DTSC Human and Ecological Risk Division (HERD). Additionally, it is <br /> recommended by HERD that prior to conducting t e quantitative comprehensive risk <br /> assessment, previous and supplemental investiga ion data should be submitted for <br /> evaluation of their adequacy in lateral and vertical extent of characterization of <br /> suspected contaminants in soil, soil gas and groundwater. The ecological risk should be <br /> addressed in a qualitative manner only. <br /> TASK 4. Public Participation <br /> 4.1 Proponent shall conduct appropriate public participa#ion activities given the " <br /> nature of the community surrounding the Site and the level of community interest. <br /> Proponent shall work cooperatively with DTSC to ensure that the affected and interested <br /> public and community are involved in DTSC's deci ion-making process. Any such public <br /> participation activities shall be conducted in accor ance with Health and Safety Code <br /> sections 25358.7 and 25356,1(e) if conducting a R V, the DTSC Public Participation <br /> Policy and Procedures Manual, and with DTSC's review and approval. <br /> 4.2 The Proponent shall prepare a comrr unity profile to examine the level of <br /> the community's knowledge of the Site; the types of community concerns; the proximity <br /> of the Site to homes and/or schools, day care facilities, churches, etc.; the current and <br /> proposed use of the Site; media interest; and invol ement of community groups and <br />
