The following is an itemized list of hazardous waste violations that have not been <br /> addressed for PANELLA TRUCKING LLC as of December18 , 2019 . <br /> Open violations from October 29, 2019 inspection <br /> Violation #118 - Failed to keep copies of consolidated manifesting receipts for three years . <br /> OBSERVATION Copies of consolidated manifest receipts from 2/6/2019 , 3/21 /2019 and 4/22/2019 for hazardous <br /> wastes including used oil were not found on site during the inspection <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years . <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION : Immediately locate a copy of all consolidated manifest receipts from 2/2019 to 4/2019 and <br /> maintain them on site . Provide a copy of the consolidated manifest receipts and a corrective action statement to the <br /> San Joaquin County Environmental Health Department. <br /> ❑ This violation was corrected ❑ This violation will be corrected by ( date) : <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation : <br /> Violation #507 - Failed to conduct daily inspections of hazardous waste tank system and maintain records <br /> onsite . <br /> OBSERVATION The facility has a hazardous waste tank but does not have three years of complete daily tank <br /> inspection records . No daily hazardous waste tank inspection records were available for review during the <br /> inspection . <br /> REGULATION GUIDANCE: (a) The owner or operator shall inspect, where present, at least once each operating <br /> day : <br /> ( 1 ) overfill/spill control equipment ( e . g . , waste-feed cutoff systems , bypass systems , and drainage systems) to <br /> ensure that it is in good working order; <br /> (2 ) the aboveground portions of the tank system , if any , to detect corrosion or releases of waste ; <br /> ( 3) data gathered from monitoring equipment and leak-detection equipment, (e . g . , pressure and temperature <br /> gauges , monitoring wells ) to ensure that the tank system is being operated according to its design ; <br /> (4 ) the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures (e . g . , dikes) to detect erosion or signs of releases of hazardous <br /> waste (e . g . , wet spots , dead vegetation ) ; and <br /> ( 5 ) for uncovered tanks , the level of waste in the tank , to ensure compliance with section 66265 . 194 ( b) (3 ) . <br /> (c) The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection ( a) of this section . <br /> CORRECTIVE ACTION : Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections .
