SAN '�d DAQ II II Environmental Health Department <br /> C0uNT <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SULPHURIC ACID TRADING COMPANY INC- 2829 W WASHINGTON ST, STOCKTON June 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 15 HSC 25510(a)Failed to report actual or threatened release to the EHD and/or CalOES Warning Center. <br /> OBSERVATIONS: A release of 93-98%sulfuric acid spilled from expansion joint piping at this facility on June 7, <br /> 2020 according to Pete Earnest and Luke Allen, site personnel.The spill released 80-85 gallons into lined concrete <br /> secondary containment and 5-10 gallons outside the containment onto a gravel covered fabric liner.The fabric liner <br /> covers soil. The volume spill details were provided by Pete Earnest. <br /> A cleanup contractor was called by the facility and cleanup of the liquid and contaminated gravel occurred on June <br /> 8, 2020. Five 55-gallon poly drums of sulfuric acid contaminated solids, one 55-gallon poly drum of sulfuric acid <br /> contaminated liquid and one 300-gallon tote, partially full, of 93-98%sulfuric acid were observed on site with <br /> hazardous waste labeling. One drum was labeled with a 30-Jan-20 accumulation start date,five drums and the <br /> tote were labeled with 6-8-20 accumulation start dates. <br /> A check today of the spill area gravel with pH paper by Pete Earnest found a neutral pH reading. The gravel fabric <br /> liner and the concrete secondary containment epoxy lining in the spill area appeared to be intact. <br /> This spill was not reported to the San Joaquin County Environmental Health Department(EHD)and the California <br /> Office of Emergency Services(OES). The spill details were first discussed during a routine inspection by the EHD, <br /> today. <br /> REGULATORY GUIDANCE:A release or threatened release of a hazardous material to the environment shall be <br /> verbally reported immediately to the EHD and CalOES. The EHD requires that all releases or threatened releases <br /> of a hazardous material to the environment be reported by calling 209-468-3420, at any time or day. <br /> CORRECTIVE ACTION: <br /> Within 30 days, submit a written statement to EHD stating how the facility will handle reporting of future releases or <br /> threatened releases of a hazardous material to the EHD and CalOES. Report the June 7, 2020 spill to Cal OES if it <br /> is determined to exceed the reporting threshold per California Health and Safety Code and Title 22 California Code <br /> of Regulations. <br /> Submit a copy of the hazardous waste disposal records to the EHD for the spill cleanup waste, including the five <br /> drums and one tote observed today. <br /> This is a Class I violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by July 16, 2020. <br /> To minimize person to person contact EHD is choosing to write the name of the person receiving the report <br /> instead of having them sign. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
