Site-related factors that would restrict the construction <br /> activities for each alternative were identified. External factors which would <br /> affect implementation were also addressed for each alternative. These factors <br /> address considerations such as public acceptability, zoning clearances, <br /> permits, and availability of off-site treatment or disposal facilities. <br /> Time <br /> The time required to implement each alternative and the time required to <br /> achieve beneficial results were evaluated. Implementation time includes time <br /> for special studies, design, and construction. Time required to achieve <br /> beneficial results is the time necessary to observe a reduction in risks <br /> consistent with site remedial response criteria.
