Reliability
Operating and maintenance requirements must also be considered when
evaluating an alternative for reliability. The availability of labor and
' materials, as well as the frequency and complexity of operation and
maintenance activities, were addressed for each alternative. The reliability
of each alternative was also evaluated on the basis of past performance.
Technologies that have been proven effective on similar wastes were ranked
higher than those that have not.
Implementability
This element comprises an analysis of constructibility and
implementability. Site-related factors that would restrict the construction
activities for each alternative were identified. External factors which would
affect implementation were also addressed for each alternative. These factors
address considerations such as public acceptability, zoning clearances,
permits, and availability of off-site treatment or disposal facilities.
Time
The time required to implement each alternative and the time required to
achieve beneficial results were evaluated. Implementation time includes time
for special studies, design, and construction. Time required to achieve
beneficial results is the time necessary to observe a reduction in risks
consistent with site remedial response criteria. Any temporary measures to be
implemented before beneficial results are observed were identified.
saf&ty
Each alternative was evaluated with regard to safety considerations during
actual remediation. This includes safety of nearby residents as well as any
on-site workers during implementation. Potential for fire, explosion, and
exposure to hazardous substances was considered.
7-2
GGA/0198b
