r <br /> 2.0 BACKGROUND <br /> 2 1 SITE HISTORY <br /> The former AFPC facility (the site) is located dust outside the city limit of Stockton, in San <br /> Joaquin County, California (Figure 1) The site covers approximately 40 acres and has entrances <br /> at 2801 West Lane and 1811 Marshal Avenue AFPC operated a wood manufacturing plant at the <br /> site between 1921 and 1987 AFPC purchased lumber from other mills and manufactured finished <br /> products including furniture kits, cut stock, agricultural boxes, and moldings In the spring of 1987, <br /> American Molding and Millwork Company(AM&M) acquired the AFPC Stockton site, and currently <br /> maintains similar operations there <br /> In 1987 the site consisted of several structures which included storage sheds for lumber, <br /> various wood manufacturing equipment, offices, and a large maintenance shop located at the southern <br /> end of the facility, near the Marshall Avenue entrance (Figure 2) The maintenance shop was used <br /> for storage of plumbing and electrical parts required for building maintenance Fork lifts and motor <br /> vehicles were also serviced and refueled at the maintenance shop, thus requiring fuel storage and <br /> pump islands near the maintenance shop According to site plans three USTs were located in the <br /> vicinity of the maintenance shop A 10,000 gallon diesel UST and pump island were located on the <br /> western side of the building (Figure 3) On the eastern side of the maintenance shop a 500 gallon <br />' UST used for the storage of waste lubricating oil and spent solvent and at one time a 325 gallon <br /> underground gasoline or diesel tank was installed according to plant personnel, but was evidently <br /> removed, although no records of the removal were kept According to plan personnel, these tanks <br /> were installed over 30 years ago <br /> 2 2 CORRECTIVE ACTIONS <br /> A preliminary site assessment and subsequent soil sampling and analysis were conducted by <br /> Bechtel National Incorporated (BNI) in 1985 and 1986 (BNI, 1985) In 1986 the 10,000 gallon tank <br />' on the eastern side of the maintenance shop and the 500 gallon waste oil tank on the western side <br /> of the building were taken out of service In 1987 J H Kleinfeider and Associates (JHK) conducted <br /> a soil and water investigation (JHK, 1987) The 10,000 gallon diesel and 500 gallon waste oil tanks <br /> were removed under the supervision of the PHS-EHD in 1988 A "Feasibility Study/Remedial <br /> Action Plan" was completed by Dames & Moore in 1988 (Dames & Moore, 1988) <br /> In 1990, the RWQCB became the lead agency and requested a work plan for soil remediation <br /> and additional groundwater monitoring Dames & Moore completed this work plan in early 1990 <br /> SAC116 07 3 AUGUST 1994 <br /> DAMES &L MOORE <br />
