CLOSURE REQUEST REPORT Section No 1 0 <br /> Farmer American Forest Produus Company ^�N 31/01 <br /> 2801 West Lane � Ll(�" 09e 1-1 <br /> Stockton California <br /> AUG 2 2001 <br /> 1.0 INTRODUCTION ENVItioi, ���``� tALTH <br /> PERMIT/;,CH VICES <br /> This report has been prepared by URS for the former American Forest Products Company (AFDC), and <br /> presents a request for closure of the former underground storage tank (UST) site (the site) t the former <br /> AFPC facility located at 2801 West Lane in Stockton, California (Figure 1) The purpose of this report is <br /> to present data and information to the San Joaquin County Public Health Services Environmental Health <br /> Division (PHS-EHD) supporting closure of the site as a "low-risk groundwater site " The site has been <br /> assessed for closure in accordance with criteria specified in the Tri-Regional Board Staff Recommenda- <br /> tions for Preliminary Investigation and Evaluation of Underground Tank Sites, Appendix B Checklist <br /> issued by Central Valley Regional Water Quality Control Board (RWQCB, 1994) <br /> 1.1 RATIONALE FOR CLOSURE <br /> Five criteria are listed in the Appendix B Checklist guidance for closing a site as a "low-risk groundwater <br /> site " These criteria are as follows <br /> • The leak has been stopped and sources removed or remediated, <br /> • The site has been adequately characterized, <br /> • The dissolved plume is not migrating, and chemical concentrations are not increasing with <br /> time, <br /> • No water wells, deeper aquifers, surface water or other sensitive receptors are likely to be <br /> impacted, and <br /> • The site represents no significant risk to human health or safety <br /> Two underground storage tanks at the site were excavated and removed from the site on May 11, 1988 <br /> Associated piping was excavated and removed from the site during June 1991 Soil impacts were <br /> partially remediated in 1990 The site has been adequately characterized by a series of investigations, <br /> beginning in 1985 The dissolved hydrocarbon plume shows indications of natural degradation, and the <br /> plume is not migrating Water wells are not located in the vicinity of the site, which could be impacted by <br /> the plume The site does not pose a significant threat to water resources or human health and safety <br /> 12 REPORT ORGANIZATION <br /> This report consists of eight sections, including this introduction Section 2 0 presents site background <br /> information, including a history of environmental investigations, site geology and hydrogeology, soil <br /> analytical data, mass calculations, and groundwater data Section 3 0 presents comments and data as <br /> requested in the Tri-Regional Board Staff Recommendations for Preliminary Investigation and Evaluation <br /> of Underground Tank Sites, Appendix B Checklist Section 4 0 presents 13 points of additional data <br /> required for site closure, as requested in the RWQCB Checklist Also included in Section 4 0 is a <br /> discussion of groundwater data with respect to well screen levels, and the assessment of fuel additives in <br /> groundwater Section 5 0 presents our conclusions and recommendations Section 6 0 presents refer- <br /> ences used for this report <br /> K 184019\atP\afp_c1osure_rpt doc <br />
