SAN JOAQUIN <br />COUNTY— <br />Environmental <br />OU 1TY <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />I Facility Address: <br />Date: <br />VALLEY PACIFIC CHARTER WAY CARDLOCK <br />1501 W CHARTER WAY, STOCKTON <br />January 17, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR- Notice to Comply) <br />Item # <br />Remarks <br />315 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />OBSERVATION: Liquid was observed in the diesel STP SUMP. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed the liquid from the diesel STP sump. Ensure that all <br />sumps and annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a minor violation. <br />320 <br />CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br />prevention. <br />OBSERVATION: Overfill prevention was conducted on 10/26/2018, the diesel flapper failed and the presence or <br />absence of ball floats could not be verified. The , MECHANICAL FLAPPER used as the overfill prevention system is <br />not currently functional on the diesel UST. <br />REGULATION GUIDANCE: All UST systems must be equipped with an approved, functional overfill prevention <br />device at all times during delivery operations. <br />CORRECTIVE ACTION: Immediately discontinue deposition of petroleum into this tank until the component is <br />repaired or replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. <br />If the failed component can't be replaced immediately, there is a possibility that the diesel UST system may be red <br />tagged to prevent fuel inputs. <br />This is a repeat violation, Class ll. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by February 16, 22020. <br />Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate ($152).
