Soil Suitability/Nitrate Loading Study Irerracon
Proposed Commercial Truck Yard ■ Stockton, CA
August 16, 2019 ■ Terracon Project No. NA197053
1.1.2 Proposed Development
Mr. Rocky Dhillon of Newport Carriers, Inc. provided Terracon with copies of improvement,
grading, erosion and sediment control plans dated September 2018 prepared by MJM
Engineering. Based on a review of the site plans, the site is proposed to be developed with a
1,200 square foot (SF) office, septic system, groundwater well, and 4,000 SF retention basin at
the southern corner of the site. Two driveway entrances will be located on EI Dorado Street and
French Camp Road. Approximately 1.9 acres of the central portion of the site will be paved with
asphalt with up to 27 truck parking spaces. An approximately 0.91 acre area at the eastern corner
will be covered with asphaltic base and used for trailer parking. An approximately 0.53 acre
portion located at the northern corner of the site is reserved for future development. Copies of
the site plans are included in Appendix B.
Mr. Dhillon additionally provided Terracon with a copy of a Geotechnical Engineering
Investigation, Proposed Trucking Facility, EI Dorado Street and French Camp Road, French
Camp, San Joaquin County, CA (Project No. 012-19059) dated May 17, 2019 and prepared by
Krazan & Associates Inc. (Krazan). Based on a review of the Krazan report, six borings were
advanced on the site to 50 feet below grade surface (bgs). Soils consisted of very loose to very
dense silty sands, sandy silts, clayey sands, and/or sandy clay. Krazan conducted two
percolation tests in the vicinity of the proposed leach fields at 8 feet bgs and 3 feet bgs which
demonstrated percolation rates of 20 and 24 minutes per inch respectively. Groundwater was
encountered at 17 feet bgs. Refer to Section 1.5.4 for further discussion regarding the report.
Selections of the Krazan report are included in Appendix D.
1 .1.3 Site Vicinity
French Camp road abuts the site the northeast followed by vacant land (25 E. French Camp
Road) and a railroad. Properties to the southeast consist of residences (7130 S. EI Dorado
Street). EI Dorado Street abuts the site to the west followed by a cluster of buildings (6909 S. EI
Dorado Street) and vacant land (6785 S. EI Dorado Street and 7400 S.
