The UST Tank information form for 87 is not current in CERS. The 87 tank form the list is inaccurate overfill prevention methods (audible/visual alarms- NO and fill tube shut off valve -YES. Any change of information must be updated in CERS within 30days of the changes immediately log into CERS. Update the required information, and submit for review by the EHD. This is a Class II violation. 215 CCR 2712(1) Failure to retain a copy of the permit to operate at the facility. A permit to operate the UST system has not been issued. No person may own or operate an UST unless a permit for its operation has been issued by the local agency to the owner or operator of the UST system. Immediately obtain a permit to operate a UST system from the EHD. An"Operating without a Permit' penalty applies. This is a minor violation. 302 HSC 25291(b) UST system incapable of detecting leak from primary into secondary containment (pre-Jul 2003). The 87 vapor sump sensor was found leaning and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was repositioned vertically by the service technician after testing. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site. This is a minor violation. 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill prevention. The overfill prevention conducted on 10/12/2018, a copy of the test results was not found on site during inspection. Immediately locate and maintain a copy of the overfill test results on site. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by August 25, 2019.
