CRM
CRUMB RUBBER MANUFACTURERS
November 22,2019
San Joaquin County
Environmental Health Department
1868 E Hazelton Avenue
Stockton, California 95205
Phone: (209)468-3147
Fax: (209)468-3433
Ref: CRM-1404 S FRESNO AVE,CERS ID: 10182749 HW Inspection PR0513881
Corrective Action Responses
Violation#101-Managed a hazardous waste without an identification number.
CRM did not believe that it should be categorized as a hazardous waste generator. However,as
required by San Joaquin County,CRM applied for a Permanent State ID number on 11/19/19 and
the application is to be processed within 10 business days.Attached is the email confirmation
from DTSC. CRM will provide the State ID number to Mr.Alaniz once we receive it from DTSC.
Violation#102-Failed to determine if a waste is a hazardous waste.
The materials identified by Inspector Alaniz were acquired through the acquisition of the building
purchased in 2015 and left on site by the former owner/occupant. Because CRM did not
purchase the materials or have knowledge whether the materials are accurately labeled we have
made the determination to treat as a hazardous material and are in the process to dispose of
them through the San Joaquin County Household Hazardous Waste Consolidation Facility. On
November 22, 2019,CRM submitted our inventory list of all hazardous materials onsite to be
disposed to Leah Pisano of Stericycle Environmental Solutions who is contracted with San
Joaquin Co.and are awaiting an appointment confirmation for disposal. Attached is the email
correspondence. Once we receive an appointment which may be delayed until the issuance of
out Permanent State ID number,CRM will dispose of the materials on our inventory list. We will
provide the disposal manifest to inspector Alaniz at the conclusion of the hazardous waste
disposal process.
Violation#104-No modified contingency plan.
CRM has completed and posted the modified contingency plan on the Hazardous Waste
Emergency Information form provided by Inspector Alaniz and posted it in the Office area. See
the attached copy.
