San Joaquin Street c <br /> Stockton, CA 95202 <br /> Re: Cowell Foundation Property Within Reclamation District No. 348 in Thornton <br /> Dear Ms. Heran: <br /> Assessor's Parcel No. 001-040-21-1 is located in Reclamation District No. 348 in Thornton. <br /> The property is part of the Cowell Foundation and is managed by Wells Fargo Bank in <br /> Sacramento, California. We have recently advised the Foundation that there are currently <br /> improper conditions on their property which are contrary to the rules and regulations regarding <br /> levee maintenance. It appears that this situation would also be contrary to the county health <br /> regulations. <br /> The situation at issue is that of individuals who have moored a houseboat at the base of the <br /> levee and are using the levee for storage of personal property and makeshift living arrangements. <br /> We are concerned with sewage and domestic water as there appears to be a well on the waterward <br /> side of the levee. <br /> Enclosed with this letter you will find eight (8) photographs taken at the Cowell Foundation <br /> property along Reclamation District No. 348's levee in Thornton, California. It is the position of <br /> the District that this encroachment must be remedied, and it has requested the Cowell Foundation <br /> to do so.
