Health Specialist <br /> San Joaquin County Environmental Health Dept. <br /> 1868 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> RE: Hazardous Waste Generator Inspection Report Response, CERS ID 10182863 <br /> Pick-n-Pull Auto Dismantlers,4223 East Clark Drive, Stockton, CA 95215 <br /> Dear Ms. Baker: <br /> On November 12, 2019, a routine Hazardous Waste Generator Inspection was conducted by San <br /> Joaquin County at the Pick-n-Pull Auto Dismantlers (Pick-n-Pull) facility located at 4223 Clark <br /> Drive in Stockton, California (Site). This letter provides responses to the findings of that <br /> inspection as noted in San Joaquin County's Small Quantity Hazardous Waste Generator <br /> Inspection Report dated November 12, 2019. <br /> During the inspection,railroad ties were observed on the ground at the northern portion of the Site. <br /> San Joaquin County stated that since the railroad ties were no longer in use that they must be <br /> properly disposed of and therefore alleged that the Site was in violation for not properly <br /> determining its hazardous waste characteristics. At the time of the inspection, the Site had not yet <br /> determined the material to be a waste. The Site is closed to the public and is primarily used for <br /> overflow storage for the Pick-n-Pull facility located at 3927 E. Clark Drive in Stockton. <br /> Operations that occur at the Site are minimal and the majority of equipment and materials used at <br /> the Site have been removed, as was observed by the County. Railroad ties that have remained <br /> were stored for potential future reuse. Occasionally,railroad ties are repurposed as stopping blocks <br /> on flatbed trucks hauling crushed vehicles' landscape bordering, or other useful purpose. While <br /> they were not in use at the time of the inspection, they had not been designated as a waste and <br /> Pick-n-Pull does not believe they are in violation of CCR 66262.11. <br /> Rather than dispose of the wood material,the rail road ties have been repurposed as parking blocks <br /> at our Stockton facility located at the address of 3927 Clark Drive. Photos of the repurposed <br /> railroad ties are provided in Attachment 1.
