SAN J U A Q U I N Environmental Health Department <br /> COUNTY AMENDED <br /> 12/3/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON COLD STORAGE 1 1320 W WEBER AVE, STOCKTON December 03, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: One 55-gallon <br /> drum of oily absorbent did not have the lid bolted shut. One 55-gallon drum of used oil did not have the cap <br /> installed. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. The absorbent drum needs a lid of the correct size. The used oil drum was <br /> capped during the inspection. Provide a corrective action statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: One 55 gallon container partially full of waste propylene glycol did not have a hazardous waste label. One 55 <br /> gallon drum label of used oil was missing the hazardous property. One 55 gallon drum label of used oil was missing <br /> the hazardous property and accumulation start date. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by adding the correct information in the <br /> labels .
