SAN" J D�l+ �� I 1411" Environmental Health Department <br /> COUNTY�l <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON DODGE INC 3333 AUTO CENTER CIR STOCKTON Aril 15 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> The following were observed: <br /> -Brake lathe machine observed with metal fines on it and around it. <br /> -Red funnel with used synthetic oil found dripping directly on to facility floor with no container to collect it. <br /> -Laundered rags observed on the ground, not in the designated containers. <br /> -approximately 9 or more used lead acid batteries observed in the maintenance area,on the ground and on table tops. <br /> -used oil found in 30 gallon trash can, leaking outside the container and mixed in with trash. <br /> -1 20 gallon red used oil collector with used oil on the pan and tilting over. <br /> -floor of tank storage area observed with oily sheen <br /> -2 30 gallon green used oil collectors observed in tank storage area with used oil stains on the sides. <br /> -3 black 55 gallon containers with used oil on container lids and surrounding area. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean all <br /> stains and leaks , and manage according to Title 22 hazardous waste regulations. <br /> Submit a statement and disposal records explaining how this waste was managed. <br /> This is a repeat violation, Class ll. <br /> 304 CCR 66265.35 Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> Aisle space leading to one approximately 300 gallon used oil tank observed with product blocking the path for <br /> appropriate inspection. Adequate aisle space shall be maintained to allow the unobstructed movement of personnel, <br /> fire protection, spill control equipment, and decontamination equipment to all areas of facility operation in an <br /> emergency. Immediately maintain aisle space to allow the unobstructed movement of personnel,fire protection, spill <br /> control equipment, and decontamination equipment to any area of facility operation in an emergency. <br /> This is a minor violation. <br /> 402 CCR 66265.172 Failed to store hazardous waste in a compatible container. <br /> Used oil observed inside 30 gallon trash can mixed with regular trash. <br /> used oil observed inside one white approximately 55 gallon trash can. <br /> Wastes shall be stored in a container made of or lined with materials which will not react with, and are otherwise <br /> compatible with,the hazardous waste to be transferred or stored, so that the ability of the container to contain the <br /> waste is not impaired.
