STATE OF CALIFORNIA—HEALTH AND WELFARE 0NCY • GEORGE DEUKMEJIAN, Govemor
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION
REGION I
4250 POWER INN ROAD March 2, 1989
SACRAMENTO,CA 95826
(916)739-3145 ^\
Mr. Mark S. Dockum
Geologist MAR 6 1989
Kennedy/Jenks/Chilton
3336 Bradshaw Road ENVIRONMENTAL HEALTH
Suite 320
PERMIT/SERVICES
Sacramento, CA 95827
Dear Mr. Dockum:
CAL-FARM SUPPLY, STOCKTON, SAN JOAQUIN COUNTY
On December 8, 1988 the Department of Health Services (DHS)
received a document titled "Work Plan for Preliminary Site
Assessment, CAL-FARM Supply, Stockton Facility" (Workplan) . The
submittal sets forth plans for investigation activities that will
be conducted at the site. Although it has not been stated in the
Workplan, DHS assumes that the investigation is intended to
locate and confirm possible contamination of soil and ground
water.
DHS has reviewed the Workplan and our comments follow:
1) If DHS will be asked to make a determination as to whether
the site poses any risks to human health and the environment
due to pesticides that may be present at the site, then
complete documentation of pesticides handled at the facility
along with statistically based sampling of those areas where
the pesticides were stored or otherwise handled is required.
If documentation of the types of pesticides handled are not
available then sampling and analyses for all pesticides of
concern must be completed.
2) The compositing of soil samples can reduce the cost of
sample analyses, but the compositing process increases the
effective detection limits and there is a loss of the
ability to correlate a specific sample point with
contamination detected in the analyses. We, therefore,
suggest that the number of samples composited be kept to a
minimum.
3) We suggest continuous coring of the borings for monitoring
wells. Those cores not to be saved for analyses should be
logged by a registered geologist. We also suggest that both
