For the purpose of clarity, each of the Regional Board's
comments are shown in boldface type. Kennedy/Jenks/Chilton's response to each
comment follows the boldface type section.
Tasks 1,2,6,7, and 8 appear satisfactory to achieve their respective
objectives. However, if the tank removal surveillance (Task 2) reveals that
significant leakage has occurred, a supplementary work plan should be
submitted which describes the additional assessment work that will be done.
If you are unsure as to what constitutes "significant leakage, please contact
Mr. Tom Peltier at 916-361-5731 to discuss the results of your post-removal
sampling. I have also enclosed copies of a reference document "Regional Board
Staff Recommendations for Initial Evaluation and Investigation of Underground
Tanks" and it's Appendix "Central Valley Regional Board Reporting
Requirements". These documents should be consulted to guide site work and
report preparation. in addition, your proposal to aerate soils to remove
petroleum hydrocarbons is subject to approval by the San Joaquin Air Pollution
Control District; you can contact Mr. Seyed Sedredin at 209-468-3474 for more
information on the District requirements and review process.
If information obtained during Task 2 (tank removal ) indicates that the
hydrocarbon leakage from the underground storage tank is more extensive than
originally anticipated, interim measures; as discussed in the 13 October 1989
work plan, may be required. Removal of contaminated onsite soil may extend
to the existing fenced boundaries of the property, if necessary. If
laboratory results from the soils collected from the limits of the excavation
