Dockum, Project Manager RECEIVED <br /> Kennedy/Jenks/Chilton <br /> 3336 Bradshaw Road, Suite 140 DE C -15,19$9 <br /> Sacramento, CA 95827 ENVIRONMENT A,CHEALTH <br /> PERMIT/SERVICES <br /> WORK PLAN FOR CAL-FARM SUPPLY, STOCKTON <br /> I have reviewed the subject document and have the following comments: <br /> Tasks 1,2,6,7, and 8 appear satisfactory to achieve their respective <br /> objectives. However, if the tank removal surveillance (Task 2) reveals that <br /> significant leakage has occurred, a supplementary work plan should be <br /> submitted which describes the additional assessment work that will be done. If <br /> you are unsure as to what constitutes "significant" leakage, please contact <br /> Mr. Tom Peltier at 916-361-5731 to discuss the results of your post-removal <br /> sampling. I have also enclosed copies of a reference document "Regional Board <br /> Staff Recommendations for Initial Evaluation and Investigation of Underground <br /> Tanks" and it's Appendix "Central Valley Regional Board Reporting <br /> Requirements" . These documents should be consulted to guide site work and <br /> report preparation. In addition, your proposal to aerate soils to remove <br /> petroleum hydrocarbons is subject to approval by the San Joaquin Air Pollution <br /> Control District; you can contact Mr. Seyed Sedredin at 209-468-3474 for more <br /> information On the District requirements and review process, <br /> Task 3 is the construction of an additional monitoring well and sampling of <br /> all the monitoring wells on site. The proposed work is essentially <br /> satisfactory, but the filter pack material proposed (page A-5, last paragraph) <br /> is Monterey No. 1C sand; the other monitoring wells at the site used No. 3 <br /> sand. The correct pack should be based on a sieve analysis, and you may make <br /> the determination at the time of well construction. In addition, I want to <br /> advise you that the Cal-Farm Supply site is located near to other sites <br /> identified as probable sources of ground water pollution. The Port of Stockton <br /> bulk fuel facility is to the southwest and is a suspected source of petroleum <br /> hydrocarbons; Pacific Molasses is to the northwest and is a suspected source <br /> of nitrates. Your investigation should consider the potential impact from <br /> these sites on ground water under Cal-Farm Supply. If you want additional <br /> information on the neighboring sites, please call Ms. Twila Leclerc at 361- <br /> 5673. <br /> Task 4 is additional soil sampling to determine the extent of DDT contaminated <br /> soil . The described sampling procedure is satisfactory, but you may wish to <br /> decrease the number of sampling points south of the facility fence and conduct <br /> some sampling at depth in the areas of known contamination in order to <br /> estimate the volume of soil needing treatment or removal .
