Kennedy/Jenks/Chilton <br /> SECTION 3 <br /> ' SITE REMEDIATION <br /> ' DEVELOPMENT OF PLANS AND SPECIFICATIONS AND CONTRACTOR NEGOTIATIONS <br /> In December 1989, plans and specifications for remediation of the <br /> ' facility were completed. The plans and specifications identified the <br /> following four work items <br /> • Removal and Disposal of DDT Soil <br /> • Tank Removal <br /> ' Aeration of Soil Containing Petroleum Hydrocarbons Excavated <br /> During Tank Removal <br /> ' Removal and Disposal of Storage Trailers and Pesticide <br /> Containers <br /> ' The plans and specifications were submitted to several environmental <br /> contractors for competitive bid. Peregren Environmental Group, Inc. <br /> (Peregren) was awarded the contract in March of 1990 A description of <br /> site remediation activities is provided below. <br /> DISPOSAL OF SOILS CONTAINING DDT AT A CLASS I LANDFILL <br /> ' Excavation of surface soil containing concentrations of DDD, DDE, and <br /> DDT greater than 1,000 ug/Kg (see Human Health Assessment in Section 2) <br /> was conducted from 10 April 1990 through 13 April 1990. Approximately <br /> six inches of soil was removed from four areas (Areas 1, 2, 3, and 4) <br /> ' shown on Figure 7 Excavation to approximately 1-1/2 foot below ground <br /> surface over an area of approximately 50 square feet was also performed <br /> at the "hot-spot" near monitoring well MW-3 in Area 4 <br /> ' Excavation of Areas 1, 2, 3, and 4 was initiated by Peregren on 10 April <br /> 1990. Soil was removed using a 454 C Case Long Track dozer and a Case <br /> ' model 580 K backhoe. Following excavation, the soil was loaded into <br /> six, 20-cubic yard capacity dump trucks and transported to the Chemical <br /> Waste Management, Inc. Class I Landfill in Kettleman City, California. <br /> According to truck weight tickets, approximately 127 tons of soil was <br /> removed from the facility and transported to the landfill . All contrac- <br /> toremployees and truck drivers were health and safety trained in <br /> compliance with 29 CFR 1910 120. Modified level C protection was used <br /> t during excavation and loading of trucks. All trucks were lined, <br /> covered, placarded, and followed Department of Transportation procedures <br /> concerning hazardous materials transportation. Copies of the Uniform <br /> Hazardous Waste Manifest accompanying each truck load are provided in <br /> Appendix D. <br /> ' WPI13 3.1 882526.01 <br />
