Kennedy/Jenks/Chilton <br /> SECTION 5 II <br /> ' DRUM CHARACTERIZATION AND DISPOSAL <br /> ' BACKGROUND <br /> Fifty-two drums were found on 9 April 1990 by Peregren Environmental <br /> ' Group, Inc (Peregren) . These drums were discovered under discarded <br /> pallets and debris during the clearing of the sales yard prior to <br /> excavation of soil containing DOT. Verbal information provided by a <br /> former Cal-Farm employee indicated that the drums were empty. However, <br /> ' while several drums were being relocated outside of the area to be <br /> excavated, Peregre; rioted that some drums contained fluid. <br /> After the discovery of the drums in the sales yard, the warehouse was <br /> checked for the presence of additional drums. Two drums and a one- <br /> gallon glass container were found in the warehouse The drums contained <br /> ' refuse and the one-gallon bottle contained a fluid. <br /> The drums were relocated from the area to be excavated. The glass <br /> container and the drums were temporarily stored on pallets located <br /> ' adjacent to the Cal-Farm warehouse until they could be characterized and <br /> disposed. Figure 11 shows the original and temporary storage locations <br /> of the drums This section of the report describes the drum <br /> characterization and disposal activities <br /> PRELIMINARY DRUM INVENTORY <br /> ' On 16 April 1990 and 18 April 1990, a Kennedy/Jenks/Chilton representa- <br /> tive conducted a preliminary inventory of the 54 drums This was <br /> performed to estimate the quantity of fluid contained within each drum. <br /> Inventory activities consisted of assigning a unique number to each drum <br /> and recording information regarding the color, any labeling, and <br /> estimated capacity of each drum. The preliminary drum inventory <br /> ' identified 21 drums containing fluid Table 6 provides information <br /> gathered during the drum inventory <br /> ' FORMER DRUM USAGE <br /> A former Cal -Farm employee was contacted by Kennedy/Jenks/Chilton to <br /> obtain additional information regarding the drums According the former <br /> ' employee, the drums contained either water, motor oil , or pesticide <br /> carrier oil While the site was in operation, drums containing oil were <br /> sold The price included a barrel deposit which was refunded when the <br /> empty barrel was returned. The former employee indicated that <br /> pesticides were not mixed on the site and that the drums should only be <br /> found to contain oils However, because no other information was <br /> available regarding the contents of the drums, the Bankruptcy Trustee <br /> for Cal -Farm Supply requested that Kennedy/Jenks/Chilton sample and <br /> analyze the drum contents.
