p ,r
it1.0 INTRODUCTION
I
I f
Terranext was retained by Guaranty Federal Bank to perform a Phase I Environmental Site
Assessment (ESA) of the Stockton Savings Bank, Corporate OfficiE es, located at 501 West
Weber Avenue in Stockton, California (Figure 1, Site Location Map). The purpose of the
Phase I ESA was to make inquiry into the environmental condition of the Stockton Savings
Bank property and evaluate the potential environmental liabilities '`associated with the property
that might be assumed during a real estate or financial transaction)
r
The results of the Phase I investigation were presented in a[Terranext report dated
January 29, 1997 (entitled: Phase I Environmental Assessment, Stockton Savings Bank,
Corporate Offices). Results indicated there were no apparent environmental concerns
i
E resulting from activities on the property itself. However, a'National Priority Listing (NPL)
facility located in the vicinity of the property, a leaking underground storage tank (UST)
adjacent to the property, and historic listings of storage tanks and industrial activity in the
vicinity of the property were identified along the 500 and 600 blocks of West Weber Avenue.
In addition, the Phase I investigation was performed on the basis that only Parcel 4 (501
West Weber Avenue) was under investigation. However, Guaranty Federal Bank
1} 4
subsequently increased the size of the investigation to inclurde Par cels 3 and 7. Information
within the Phase I identifies that gasoline, oil, and chemical storage tanks were located on
Parcels 3 and 7. The Site layout map is shown on Figure 2' IR
A Phase II investigation is proposed for the purpose of evaluating;whether there have been
impacts to soil and/or ground water resulting from past and ,present activities in the vicinity
i
of the Stockton Savings Bank property (Parcel 4), and the adjoining property Parcels:
i
Parcel 3 and 7.
