Mr. James Nitzschke -2- 9 February 2011
nitrate (as nitrogen) and ammonium (as nitrate) for sites with less than ten feet to
groundwater.
Adjacent Pollutants
Directly east of the former Lesco facility is a bulk sulfur handling facility, and directly
north is a bulk ammonium handling facility. Both of these adjacent facilities have
contributed pollutants to groundwater. Deere & Company is not responsible for
pollutants originating from adjacent properties.
Path to Closure
As we discussed in our 12 November 2010 meeting, Deere & Company is removing the
remaining concrete from the site in December and is obtaining additional soil and
groundwater samples from these areas. Deere & Company is considering soil removal
actions to remove source areas, and Deere & Company may conduct discrete
groundwater extractions where exceedances have been identified. Deere & Company
will provide a work plan to address soil removal and groundwater cleanup strategies
when the additional soil and groundwater data becomes available.
When soil source areas are no longer contributing to groundwater degradation,
remedial efforts have been completed, and there is an expectation that water quality
objectives will be met in a reasonable period of time, then the Central Valley Water
Board will consider making a no further action determination for the former Lesco
facility.
When Deere & Company provides the additional site assessment data, ERM, Hyde
Environmental, Deere & Company and Central Valley Water Board staff should meet in
person or by telephone to discuss the distribution of contaminants and the actions
needed in order to achieve cleanup.
Central Valley Water Board staff welcome Deere & Company's commitment to
removing pollutants contributed by previous site operators, and bringing the site to
environmental closure.
If you have any questions, you may contact me by telephone at (916) 464-4680 or by
email at aterrell@water oards.ca.gov.
AAYTRELL
Private Sites Cleanup Unit
Enclosures: Distribution List
Table of Water Quality Objectives
California Environmental Protection Agency
ZdRecyc/ed Paper
