Wilson Way <br /> Stockton, CA., 95205 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS- <br />' EHD), has received a workplan for a property transfer/subsurface investigation from <br /> Pacific Environmental Group, Inc., (PEG) for the above noted site and offers the <br /> following comments. ' <br /> E , <br /> I li <br /> Currently this Thrifty Oil Company (TOC) site is provided corrective action oversight by t <br /> k the Local Oversight Program (LOP) within PHS-EHD. The LOP is acting under the <br /> authority of a contract agreement with the State Water ,Resources Control Board <br /> (SWRCB), that allows PHS-EHD to manage and direct',the in"vestigation and <br /> remediation of leaking underground tank (UGT) sites within our county. <br />� <br /> Workplans that are required and approved by PHS-EHD are'now also required to obtain <br /> pre-approval from the SWRCB Cleanup Fund before the work is enacted. <br /> TOC, the responsible party for this active service station, is currently acting under PHS- } <br /> EHD directives to evaluate whether or not active remed_iatiod efforts will be cost- <br /> effective at this site. The LOP case manager, Michael Infurria, Senior REHS, has been <br /> in contact with the TOC representative to clarify the current regulatory requirements. <br /> t ,I <br /> The work proposed in PEG's workplan is not required by PHS-EHD and the costs for ' <br /> this proposed work will not be eligible for reimbursement by the Cleanup Fund. <br /> .I <br /> The proposed work is an environmental assessment to be conducted as part of a <br /> property transfer. PHS-EHD has an Environmental Assessment Program separate <br /> from the LOP which requires submittal of additional paperwork. The current landowner A <br /> and the billing responsible party will need to be verified PHS-EHD charges $78 per <br /> hour for services associated with environmental assessments and bills the party <br /> identified on the enclosed "green" Master File Record.
