San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has completed the review of the "Corrective Action Plan" dated i <br /> September 26, 1995, submitted by Thrifty Oil Company, and has the following <br /> comments for your consideration. <br /> ;r <br /> PHS/EHD has received several inquiries from responsible parties and consultants <br /> with regard to the current changes underway at the State level for underground <br /> storage tank cleanup sites. Because of the substantial!pollution documented in the <br />! soil and groundwater at this site and the severe impact,this contamination poses to <br /> groundwater quality and beneficial uses, now and in the future, remediation of the soil <br /> E and groundwater at this site is still warranted and required. <br /> j it <br /> l <br /> The Corrective Action Plan (CAP) appears to be sufficient t6labate the contamination <br /> evidenced at the site with the following modifications. It is well documented that i <br /> groundwater extraction technology is extremely inefficient in remediating groundwater <br /> and very costly to operate. Therefore, vapor extraction{technology should be initiated <br /> at the site as soon as feasible, but initiation of groundwater extraction technology <br /> should be delayed at this time. The need for additional mitigative measures for E <br /> groundwater, such as groundwater extraction and/or air, sparge technology, can be <br /> reconsidered when the effectiveness of vapor extraction system is evaluated. Work <br /> on the permitting and design specifications for the remediation system should <br /> initiated p 9 9 p � Y <br /> be initiated immediately, with copies of these documents submitted to PHS/EHD <br /> in the next quarterly report. In addition, a more detailed;time line must be <br /> submitted to PHSIEHD in the next quarterly report. I <br /> r PHS/EHD must conduct public participation for the proposed corrective action at this <br /> site pursuant to Section 2728, Article 11, Chapter 16, Title 23 o_f the California Code <br /> of Regulations. The public will be given 30 days to corn ment n <br /> g p , <br /> t o the CAP.
