Box 2009. <br /> Stockton, CA 95201 <br /> RE: Site Code 1299 <br /> Thrifty SS #171: <br /> 1250 North Wilson Way <br /> Stockton, CA <br /> Dear Ms. Cotulla: <br /> 'Recently, Thrifty Oil Co. received a letter from'you regarding your evaluation of our "Site Assessment <br /> Report"for Service Station #171.located at 1250 North Wilson Way in Stockton, California (Site Code <br /> 1299). The letter contained several comments regarding the report and we would like to respond to <br /> these as follows: <br /> The first item .concerned the lack .of a proposal submission-for further work. This Site Assessment <br /> Report was intended only as a presentation of the findings �of the,"current .investigation, not as a <br /> comprehensive document for, reviewing options for the site. Accordingly, it is customary-for us to <br /> present the data in report form prior to defining a new scope of work (when necessary). To meet your <br /> requirements, a separate workplan for future.site:activities will-be prepared and submitted to your <br /> ogee for review. <br /> The second comment indicated,that the-groundwater..plume,,has,not .beep"physiciilly-de.,hried":and <br /> included the opinion that its condition was "understated and mnisleading". We find this an arbitrary <br /> and disparaging statement from a'regulatory agency. This report was intended as an objective <br /> presentation of procedures and results from a site-assessment investigation. The report does not"lead' <br /> or "mislead' in any.subjective manner but.merely states the data. The-report in no way states that <br /> the plume .is "defined" and in fact the representation of the plume exhibited in Figure 5 clearly shows <br /> the plume extending across the site.- The site's condition is fully recognized by Thrifty and we feel the <br /> presentation of this data supplies the reader with ample information to draw a conclusion on the status <br /> of the plume...
