S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PAQ Inc DBA FOOD 4 LESS 3434 MANTHEY RD, STOCKTON June 19, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained, based on the following observations: <br /> 1. See violation 605. <br /> 2. Nate Stephan,the store manager, stated that material used to clean-up chemical spills in the facility is managed <br /> as hazardous waste. However, it is unclear if this procedure is being implemented since several leaking and <br /> partially filled bottles of liquid laundry fabric softener and detergent were observed in the hazardous waste <br /> containers, but no clean-up material was found. <br /> 3.A bottle of Wesson vegetable oil was found in a hazardous waste corrosive base container which was also <br /> labeled "Empty 2-14-2020." Nate Stephan,the store manager, removed the vegetable oil from the hazardous <br /> waste container, and stated he would place the vegetable oil into the the facility's grease collection area. <br /> 4. It is unclear what hazardous waste items the facility may generate that would be classified as Corrosive Bleach <br /> and Corrosive Oxidizer, as stated on the hazardous waste inventory logs titled Hazardous Corrosive Bleach and <br /> Hazardous Corrosive Oxidizer. Nate Stephan,the store manger, stated the hazardous waste logs were provided to <br /> the facility by Food 4 Less's corporate office. <br /> 5. Employees are documenting the same type of waste,for example Suavitel fabric softener and laundry detergent, <br /> on different hazardous waste inventory logs, such as the logs titled Hazardous Corrosive Acid, Flammable <br /> Hazardous Waste Log, and Hazardous Corrosive Oxidizer. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with <br /> proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations <br /> and emergencies. <br /> CORRECTIVE ACTION: Immediately re-train the employees.
