Universal waste including fluorescent lamps, alkaline batteries, <br />electronics, CRT, aerosol cans, etc., may be stored on site for a maximum of one year. Immediately <br />dispose of the above Universal Waste - aerosol cans and submit a copy of the disposal receipt to EHD <br />by 10/6/2012. A pamphlet for the Small Hazardous Waste Disposal Facility has been supplied to the <br />generator during this inspection. <br />NOTES (The following are not violations <br />The facility generated 50 pounds of hazardous waste in 2011. Adam stated used oil was probably not <br />disposed that year until they had accumulated enough in 2012. Reminded Adam that hazardous waste <br />can be stored on site for a maximum of 180 days. (see item #701 above) <br />Facility generates waste oil from equipment maintenance, and periodically waste chemicals from <br />manufacturing process of corrugated paper products. <br />Facility has a Wastewater Discharge permit from City of Stockton which requires daily pH log of the <br />waste water. The waste water is generated from the starch room and paper corrugation and lamination <br />machines, which may require pH adjustment before discharge as required by the city. I reviewed the pH <br />log during this inspection, and observed testing of the pre -adjusted waste water sample to verify the <br />waste water was not hazardous waste before pH adjustment. (Reading was 6.05) <br />404. One 55 -gallon drum of used oil was not closed. All hazardous waste containers shall be closed at <br />all times except when adding or removing waste. Immediately close these containers and ensure all <br />hazardous waste containers are closed when not adding or removing. Violation was corrected on site. <br />703. An emergency coordinator was assigned, but the information was not posted. There must be at <br />least one emergency coordinator on site or on call to coordinate emergency response measures, and <br />the following information must be posted by a phone: the name and phone number of the emergency <br />coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br />phone number of the fire department. Violation was corrected on site. <br />Submit the following to EHD by: 10/6/2012 <br />1) A completed copy of the (provided) Return to Compliance Certification <br />2) A written statement how each violation was corrected <br />3) Evidence (i.e. photos, disposal receipts, documents) in support of the corrections made. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY 18 SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />Wong (209) 468-0335 <br />EMD23-02-M RevO4119/12 CONTINUATION FORM <br />
