Guidance for emergency roles, responsibilities, and actions to be taken during a Facility incident <br />are provided in other documents, including the current edition of the following documents: <br />• LLNL Emergency Plan (LLNL, latest revision, UCRL-AM-218588). <br />• Self-help Plan, Radioactive and Hazardous Waste Management (LLNL, latest revision). <br />• LLNL Implementation Procedure for Reporting Occurrences to DOE (LLNL, latest <br />revision, UCRL-MA-133867). <br />• LLNL Emergency Management Division, Policies and Procedures Manual, Procedure <br />1612 Hazardous Materials Response Plan, <br />1.2 Scope of the Plan <br />This Contingency Plan identifies personnel responsibilities, emergency equipment, and required <br />actions necessary to mitigate incidents within the Facilities. It is intended to instruct and prepare <br />Site 300 and Facility personnel for potential emergencies. <br />This section defines the types of emergencies that must be responded to by the Alameda County <br />Fire Department (hereafter referred to as the Fire Department) and those that may be remedied <br />by Site 300 Facility personnel per established protocol. <br />The Fire Department uses a classification system that designates incidents as Level 1, Level 2, or <br />Level 3. The designations are as follows: <br />• Level 1: An incident that can be handled by the first alarm companies or can be <br />contained within single jurisdiction without the need for mutual -aid assistance. <br />• Level 2: An incident that requires more resources than those which responded to the <br />first alarm. These additional resources are readily available through the Twin Valley <br />Mutual Aid and are expected to be adequate to handle the emergency. <br />• Level 3: An incident that requires more resources than those that can be readily <br />obtained by local mutual aid. <br />1.3 Implementation of the Contingency Plan <br />This Contingency Plan is designed to minimize hazards to human health or the environment fr <br />om <br />fires, explosions, or any unplanned sudden or non -sudden release of hazardous waste or <br />hazardous waste constituents waste to the air, soil, or surface water. The provisions of the Plan <br />shall be carried out immediately whenever there is a: <br />• Fire, <br />• Explosion, or <br />• Release of hazardous waste or hazardous waste constituents which could threaten human <br />health or the environment. <br />This Plan shall be implemented at the closed 13 <br />-829 Facility when a fire, explosion, extreme <br />weather or earthquake compromises the integrity of the cap that releases hazardous waste or <br />hazardous waste constituents which could threaten human health or the environment. <br />LLNL Site 300 Contingency Plan 8 January 2019 <br />
