• Notify appropriate state or local agencies with designated response roles if their help is <br />needed, or if material is released offsite. <br />• Provide on -scene operational control for life safety, rescue, fire control and extinction, <br />spill control and containment, and property conservation and salvage. <br />• Stop all waste -handling processes and operations in the area to prevent the occurrence, <br />recurrence, and spread of fires, explosions, and waste releases. <br />• Ensure that monitoring is performed for leaks, pressure buildup, gas generation, or <br />ruptures in valves, pipes, or other equipment. <br />• Ensure that recovered wastes, contaminated soil, or run-off water (from fire fighting, <br />sprinkler systems, broken water lines, etc.) are treated, stored, or disposed of in <br />accordance with all applicable regulations. <br />■ Ensure that waste that is incompatible with the released waste is not handled in the area <br />of the release until cleanup is complete. Authority may be delegated to the ES&H Team <br />Environmental Analyst during normal working hours or the EDO during off -hours. <br />Ensure that all emergency equipment is cleaned and restocked before operations are <br />resumed. <br />4.3 Site 300 Manager <br />/Site 300 DOC Commander <br />The Site 300 Manager or his altern <br />ate (Table 2) is to be informed of any large incident. This is <br />done immediately after the emergency takes place so that the appropriate interfaces, lines of <br />communication, and reporting criteria between Site 300 and the Livermore Site can be <br />determined. The Site 300 Manager establishes communications with the IC (i.e., Fire Chief) and <br />the LEDO as quickly as possible. <br />During operational emergencies at Site 300, the Site 300 Manager or designated altern <br />ate serves <br />as the Site 300 DOC Commander for the Site. At the request of the LE U, or in conjunction <br />with the IC, the Site 300 DOC Commander may coordinate the emergency activities of Site <br />personnel and equipment and keep the DOC Commander appraised at all times.
