S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PNP Stockton#80 3927 E CLARK DR, STOCKTON October 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 202 HSC 25189.5(a)Disposed or caused disposal of HW at an unauthorized point. <br /> OBSERVATION: Oily absorbent and debris were disposed of as non-hazardous waste at Yuma Yes, LLC in Yuma, <br /> Arizona on the following dates: <br /> -6/21/2018 (15,000 pounds) <br /> -5/23/2018(15,000 pounds) <br /> -7/9/2018 (10,000 pounds) <br /> -7/24/2018(9000 pounds) <br /> -7/24/2018 (12,000 pounds) <br /> -11/15/2018(18,000 pounds) <br /> -9/10/2018 (14,000 pounds) <br /> -8/8/2018 (12,000 pounds) <br /> -8/8/2018 (9000 pounds) <br /> Several oily textile and oily debris samples were collected on 10/11/2019 and submitted for hazardous waste <br /> determination analysis. Preliminary results indicate that chromium was detected at 13,000 mg/kg in one of the <br /> collected oily textile samples. This result greatly exceeds the Title 22 TTLC level of 2,500 mg/kg for chromium. <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br /> point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br /> transportation to a permitted hazardous waste treatment, storage, and disposal facility(TSDF)or other authorized <br /> point. <br /> CORRECTIVE ACTION: Immediately cease disposal of oily textile/debris as non-hazardous waste.
