(EarthCon), on behalf of Pick-n-Pull Auto Dismantlers, Stockton <br /> LLC (Pick-n-Pull), is submitting the revised Hazardous Waste Tank Assessment (Revised <br /> Report) for the Pick—n-Pull facility located at 3927 Clark Drive in Stockton, CA. This revised <br /> submittal is based on the correspondences with the San Joaquin County Environmental Health <br /> Department (SJCEHD) on January 18, 2019. The following task items were identified by <br /> SJCEHD: <br /> 1. Revise Table 4 of the report to itemize results for each tank in the hazardous waste tank <br /> system and break out details describing how each tank is in compliance with the <br /> associated regulations (see Table 4 of the Revised Report). <br /> 2. Address remaining service life for each tank in the hazardous waste tank system and <br /> subsequent recommendations (see Section 5.0 of the Revised Report). <br /> 3. Confirm the type of material utilized for construction of the used oil Customer Drop Off <br /> tank. The material of construction is high density polyethylene (HDPE) (see Section 2.2 <br /> and Table 1 of the Revised Report). <br /> 4. Address the concern regarding the cross-linked polyethylene (XLPE) tanks being <br /> exposed to temperatures greater than 100 degrees Fahrenheit (see Section 5.0 of the <br /> Revised Report). <br /> 5. Revise the report to include recommendations that have since been completed (see <br /> Revised Report). <br /> 6. Contact the Department of Toxic Substance Control (DTSC) to clarify requirements for <br /> tank testing with respect to the existing used oil Customer Drop Off tank and to provide <br /> guidance/recommendations for testing of the tank, for which a tightness test was not <br /> applicable for the type of tank. (See Section 5.0 of the Revised Report and as discussed <br /> in this letter below). <br />
