environmental sensitivity of the proposed project site is totally incompatible with D1I66 <br /> this development under any circumstances. I <br /> The supplemental biological studies that have been performed for the proposed <br /> Buckeye Ranch Development are still inadequate in scope and duration to reach D)66. <br /> conclusions that the project can be successfully mitigated. The stakes are in fact I <br /> too high to take the great risk that this project poses. <br /> As noted by the California Department of Fish and Game, the wildlife habitat I <br /> ' conditions in the Brovelli Woods area are of an exceptionally high quality and <br /> consist of a diverse assemblage of habitat communities which provide habitat for D167. <br /> several state-listed threatened species. The proposed project,including mitigation <br /> measures, is incompatible with the requirements of the California Endangered <br /> Species Act. <br /> The cultural resources on the project site are uniquely significant for this region. <br /> The proposed project has already had direct impact on these resources. <br /> Additional impacts,both direct and indirect,would also occur if there was <br /> further development. The significance of these unique sites demands protection 1 68 <br /> so as to remain a scared area to Native Americans and as a research opportunity <br /> so as to better understand and preserve the culture and heritage of the lands first <br /> inhabitants. <br /> To summarize my concerns,I strongly believe that there are significant impacts <br /> associated with this project that would not be adequately mitigated by any of the <br /> build alternatives proposed. The only viable option is to select the no build <br /> alternative and then continue to work with the owner of this property with <br /> unique natural and cultural resources to insure longterm protection. This project D169 <br /> is completely incompatable with the requirements of the General Plan as well as <br /> CEQA and the California Endangered Species Act. It is also unacceptable in <br /> terms of impacts to natural and cultural resources, and completely inappropriate <br /> for the citizens of San Joaquin County. I urge you to deny this development by <br /> selecting the "no-build" alternative. <br /> I would happy to discuss any of my comments in more detail with you.
