1.0 INTRODUCTION <br /> analysis. These issues include: visual/aesthetics, housing,energy and utilities. This Initial Study and <br /> responses to the Notice of Preparation are provided in this EIR as Appendix A. <br /> This Draft EIR addresses the concerns raised by the public agencies and the community. It is an <br /> informational document to aid in the local planning and decision-making process. This document <br /> describes the probable consequences that the proposed project may have on the environment, presents <br /> measures to minimize potential adverse impacts and evaluates alternatives to the proposed project. <br /> This Draft EIR is being circulated to local, state and federal agencies and to all interested organizations <br /> and individuals who may wish to review and comment on the report. Both written and oral comments <br /> may be made during the 45-day public review period. The public review period is from February 19, <br /> 1992, through April 8, 1992. <br /> Upon conclusion of the comment period, County staff and the consultant will review all comments and <br /> respond to them as part of the Final EIR. Following preparation of the Final EIR, the San Joaquin <br /> County Planning Commission will review it and consider the document for certification in accordance <br /> with CEQA. <br /> Written comments should be submitted no latter than 5:00 PM, April 8, 1992. Because written comments assure a <br /> full, complete and thoughtful response to issues raised in the public review process, the County strongly <br /> encourages that written comments be submitted. <br /> ORGANIZATION OF THE EIR <br /> The following section,Chapter 2, describes the project as proposed by the applicant. Chapter 3 presents <br /> a summary of the project impacts, mitigation measures and impact conclusions required by CEQA. <br /> Chapter 4 discusses the environmental issues at length. For each issue, relevant environmental setting <br /> information is presented to describe existing conditions on the site, the impacts of the proposed project <br /> are evaluated and mitigation measures are suggested. Chapter 5 provides an impact overview to the <br /> proposed project including environmental effects that cannot be mitigated, significant environmental <br /> changes and beneficial effects, and cumulative and growth-inducing impacts.
