2.0 PROJECT DESCRIPTION <br /> management philosophy and the Management Plan development in coordination with archaeological and <br /> environmental experts (Catwil, 1991). <br /> REQUIRED APPROVALS <br /> Development of the Buckeye Ranch project would require a number of approvals from federal, state, <br /> and local agencies and districts. These approvals would be required prior to developing the site. Specific <br /> permits and approvals are listed in Table 2-2 for project implementation. <br /> RESPONSIBLE AGENCIES <br /> A responsible agency is a public agency, other than the lead agency, that has discretionary approval of <br /> the project. Prior to acting on or approving a project, a responsible agency must consider the lead <br /> agency's EIR. The Notice of Preparation and the Draft and Final EIRs are reviewed by all responsible <br /> agencies.
