MINUTES <br /> t BUCKEYE RANCH EIR HEARING <br /> i <br /> i <br /> Wednesday, January 13 , 1993 i <br /> The hearing was called to order by Kerry Sullivan at 7 : 05 p.m. in <br /> the Health/Planning Auditorium at 1620 East Hazelton', Stockton, CA. <br /> Staff in attendance were Kerry Sullivan, Senior Planner and Project <br /> Coordinator; Tom Walker, Chief Deputy Director; and Della Hansen. <br /> Ms. Sullivan advised those in attendance that the purpose of this <br /> meeting was not to render a decision, talk about merits of the <br /> project, or whether or not you like the project, but rather to take <br /> comments on the revised sections of the Draft EIR for the purposed <br /> Buckeye Ranch project. These two revised sections are the <br /> biological section and the revised Archaeological section. She <br /> stated that this was not the appropriate time to talk about the <br /> project, but to take comments only on the DEIR. <br /> The DEIR was originally published last February. During the 45 day <br /> review and comments period it was determined that additional work <br /> was needed on two very important sections of the EIR, those being <br /> the archaeological cultural resources section and the biological <br /> section. The Biologist employed by San Joaquin County was kept in <br /> the field for almost a full year during which time he was able to <br /> have a complete understanding of the biological functioning of that <br /> particular site. The archaeologists were contracted by the <br /> developer and prepared an additional document. The revised <br /> Biological section will replace the one in the earlier DEIR. The <br /> archaeological section will supplement the section in the existing <br /> draft. <br /> Ms. Sullivan advised that all comments, written and oral, will be <br /> responded to by the environmental consultant, issue by issue, and <br /> the comments and responses will become part of the Final EIR. She <br /> will also correct text, where appropriate, contained in the Final <br /> EIR, add new information, and take out any erroneous information. <br /> The Final EIR will be published on approximately February 19 . <br /> John Newbold representing his own personal interest and that of the <br /> Mokelumne River Alliance (P.O. Box 246, Woodbridge, CA 95258) . <br /> Some of the mitigation is still inadequate to deal with the unique <br /> nature of this project site. He questioned, "How do you mitigate l <br /> for the unmitigable?" The site is significant because of the Tracy E1 <br /> Lakes complex, the cultural resources, the oak Buckeye Savannah, <br /> the riparian woodland are unmitigable because they are rare <br /> occurrences in the County and the Central Valley. The discussion f <br /> on the lake hydrology in the 1991-92 period study was good because <br /> of the relatively "normal" rainfall last year. He stated he feels E2 <br /> Tracy Lakes are "permanent, permanent-seasonal wetlands" in that <br /> they are dry only because of the recent droughts and draining by <br /> the landowner.
