41 LAND USE AND PLANNING POLICY <br /> ENVIRONMENTAL SETTING <br /> This section of the DEIR describes existing land use and agricultural operations in the project area. It <br /> addresses the project's relationship to policies in the County's zoning and General Plan as well as other <br /> relevant plans and policies. It evaluates the proposed project's compatibility with existing land uses in <br /> the site vicinity and the relationship of on-site land uses to each other. <br /> The agricultural assessment identifies agricultural soils on the project site and evaluates impacts to local <br /> agriculture if the proposed project were to be developed. The agricultural evaluation identifies lands <br /> under Williamson Act contract in the site vicinity and assesses the possible development of contract lands <br /> if the project were constructed as proposed. <br /> Existing Land Use <br /> Active uses on the site are currently limited to cattle grazing and 65 acres of vineyard in the southeast <br /> corner of the site. The remainder of the site is comprised of about 80 acres of oak and riparian woodlan" <br /> and the seasonal Tracy Lakes. The only structures on the site consist of corrals and a mobile home. <br /> located at the site's entrance on Forest Lake Road. <br /> The site is located in an agricultural region and agricultural uses exist on all sides of the project site <br /> Irrigated pasture land lies north of the site, across Forest Lake Road and adjacent to the site on the west <br /> Vineyards border the site on the northeast, east and south (Figure 4.1-1). Although there are no <br /> residences adjacent to the site,private single-family residences are scattered along Peltier Road,De V ries <br /> Road and Ray Road, all located about one-half between one and two miles south/southwest of the site <br /> The closest community offering a concentration of residential development and services is Collierville. <br /> located on State Route 99 approximately three miles east of the site. <br /> General Plan and Zoning Designations <br /> The intent of the General Plan is to <br /> serve as a guide for the comprehensive long-range development of an area. It is usually written text <br /> containing policies in the form of goals, objectives, and principles, accompanied by a map or series of <br /> maps. , <br /> the San Jeaggin Geunty General Plan tl&1995(1995 Plan),was adopted <br /> in 1976 and revised in 1996; A new General Plan,known as the San Joaquin County General Plan 2010 <br /> (2010 Plan), has been prepared in draft form. <br /> was adopted in late July 1992.
